Are there any PrCs that give fighter BAB and a sneak attack progression?

Ghost-Faced Killer PrC from Complete Adventurer has full BAB with Sudden Strike progression. And yes, when all required conditions are met, Sneak Attack and Sudden Strike damage do both apply. (Generally, it is easier to get a Sneak Attack than a Sudden Strike, so when you get the latter you pretty much always get the former, but not the converse.)

Dread Commando has Sudden Strike, not Sneak Attack.

Sneak Attack: If a rogue can catch an opponent when he is unable to defend himself effectively from her attack, she can strike a vital spot for extra damage.
The rogue’s attack deals extra damage any time her target would be denied a Dexterity bonus to AC (whether the target actually has a Dexterity bonus or not), or when the rogue flanks her target. This extra damage is 1d6 at 1st level, and it increases by 1d6 every two rogue levels thereafter. Should the rogue score a critical hit with a sneak attack, this extra damage is not multiplied.

Ranged attacks can count as sneak attacks only if the target is within 30 feet.

With a sap (blackjack) or an unarmed strike, a rogue can make a sneak attack that deals nonlethal damage instead of lethal damage. She cannot use a weapon that deals lethal damage to deal nonlethal damage in a sneak attack, not even with the usual –4 penalty.

A rogue can sneak attack only living creatures with discernible anatomies—undead, constructs, oozes, plants, and incorporeal creatures lack vital areas to attack. Any creature that is immune to critical hits is not vulnerable to sneak attacks. The rogue must be able to see the target well enough to pick out a vital spot and must be able to reach such a spot. A rogue cannot sneak attack while striking a creature with concealment or striking the limbs of a creature whose vitals are beyond reach.

If you can catch an opponent when she is unable to defend herself effectively from your attack, you can srike a vital spot for extra damage. When ever your taget is denied her Dexterity bonus to AC against your attack (whether the target has a Dexterity bonus to Armor Class or not), you deal an extra 1d6 points of damage with your attack. The extra demage increases to 2d6 at 3rd level and to 3d6 at 5th level.

Ranged attacks count as sudden strikes only if the target is within 30 feet; you can't strike with deadly accuracy from beyond this range.

You can only use sudden strike against living creatires with discernible anatomies - undead, constructs, oozes, plants, and incorporeal creatures lack vital areas to attack. Any creatures that is immune to extra damage from critical hits is not vulnerable to sudden strike damage. You must be able to see the target well enough to pick out a vital spot and must be able to reach such a spot. You cannot make a sudden strike while striking the limbs of a creature with concealment or striking the limbs of a creature whose vitals are out of reach.

You can't use sudden strike to deliver nonlethal damage. Weapons capable of dealing only nonlethal damage don't deal extra damage when used as a part of a sudden strike.

The extra damage from the sudden stike ability stacks with extra damage from a sneak attack whenever both would apply to the same target.

So it sounds like the difference is that you can't Sudden Strike with a Sap. And that you can only Sudden Strike females. :p

The difference is you don't get Sudden Strike from flanking. Which is IME the most common situation for Sneak Attacking. So it's not a minor difference.

Unfettered from Arcana Evolved has d8 hp, full bab, 4 skill points per level, can wear light armor, and gets an AC bonus on top of that when wearing light armor, as well as additional bonuses to ac against a specific targer,(similiar to dodge feat).

With magic armor and the ac bonuses from the class, you ac is very similiar to a tank in full plate, and you get some sneak attack
progression (maxium 5d6, first d6 at level 5), and evasion.

I once dm'd for a 15th level Unfettered with improved two weapon fighting. Sure his sneak attack was only 4d6 but he would hit with every attack .
