Arrow of Piercing

could anyone tell me the effect of arrow of piercing? I have a little problem with my DM, he says that only do +1d4 damge for every 50 cm (1,6 inch if i guess right), and thats mean, I only do normal damge again humanoid enemy and so on. is it houserules or are there a speciefict effect for arrow of piercing? btw sry for my bad English, Im just a Dane >.<
