Okay.
--Elves like music. Bards like music. Mages don't really care.
--Elves like art. Bards like art. Mages don't really care.
--Elves like poetry. Bards like poetry. Mages don't really care.
--Elves are chaotic. Bards are chaotic. Mages tend towards lawful. (Dicipline and years of intensive, boring study.)
--Elves appriciate swordplay. Bards appriciate swordplay. Mages using swords are what we call "dead".
--Many elves worship Corellon Larethian. Many bards worship Corellon Larethian. Mages tend to worship Boccob (TN) and Wee Jas (LN).

Elf's favored class: Wizard. Does something seem off here?

I think if it suits your campaign you should rule 0 it. In my campaign, ranger is the Elf's favored class. But if bard works for you, thats all good :)

Favored Class isn't quite the same as class they are most... similar too. It's a class they have an innate aptitute for. And elves have an innate aptitute for magic, so saying "wizard" is more fair than saying "Any magic-using class".

Why not let them have Sorcerer as their favored class, then?

And give the poor Gnomes a real favored class... Wizard... instead of that specialist Illusionist garbage.

Gnomes have "sorcerer" in my games because of their innate casting ability.

There was a large debate a long time ago here about why elves had wizard instead of sorc. I think the general concession if I recall was a combination of "sacred cow" and "knowledge and versitility"... after all, a sorc can only ever learn so many spells, and with an elf living for eons as they do...

Gnomes have such a limited favored class to offset the larger number of special abilities they have compared to other races. Someone did a point total for special abilities and the gnome came out well ahead. The only way to balance it is for them to have such a limited favored class.
