Find Steed specifically calls out that it follows your lead. "Your steed serves you as a mount, both in combat and out, and you have an instinctive bond with it that allows you to fight as a seamless unit."
Two full sets of actions I treat as PC/NPC. Shared or limited actions I treat as PC plus (Summons, animated, mounts, familiars, animal companions).
The paladin's Find Steed can act as either. The HP don't scale so I think it is weaker overall than the Companion without House rules.
