I think the Tholians, the Gorn, and Jack could have been fantastic adversaries, had the series made more than one-shot use of them.

But, to be fair, I'm judging by the standards of what I like in modern TV, and storytelling has changed a great deal in that particular medium.

I went Romulans, though I admit Khan is a really REALLY close second. But I always found the Romulans fascinating in TOS.
