I think the wording on this spell is a bit wierd.
Could you, each round, make a new attack roll against the same creature to do another 2d8 damage? The spell state : as a standard action you can attack ANOTHER target. Does that mean that if, as a free action, you release the curret target, another target can be the same target you just released?
