Clark Petersen of Necromancer Games. Who happens to be a lawyer, as I recall. There are many people watching Necromancer Games to see what they do, study their procedures and how successful they are.

As you can see in my post those last 3 questions are not the big question I posed. They refer to the OP's thread topic. Who is going to push the limit of what is allowed under the GSL? Can the OP publish a rules free Campaign Setting and then a separate setting guide with 4E rules? One being OGL, the other GSL.

It's not about who is going to publish the safe bet. It's who is going to even chance a product that may not be covered? Will anything iffy always be passed before Wizards before entirely different companies (not subsidiaries to WotC) decide their own production plans?
