You should try Eberron.

It just came out, and it's always good to get in on something on the ground floor instead of looking around for old material that might be out of print/hard to find. There will lots of new sourcebooks and adventures released in the next couple years.

It's got some new crunch, but nothing to be afraid of. :)
 

Beginnings: Westbrook would be my choice for a newb.

it's a really well fleshed-out "starting area" for a campaign, with all the pertinent NPC's not only statted out, but with the personalities mapped out for the DM as well.

it is literally packed with helpful advice for a newb DM.

Yup...that's them.

I've owed them a review for over a month now, and it's is nearly done. It's good product adn will be getting a 4/5, but if I was reviewing it strictly for newbs, It would easily be a 5/5 product.

You could also use ant mini-campaign modules from www.necromancergames.com .

Take a look at any of the following...
The Lost City of Barakus
The Vault of Larrin Kar
The Grey Citadel

They are all essentially large modules with well detailed towns and surrounding areas. Easy to use from the get go and you can easily expand them at your leisure. They also have free supplemental downloads that expand them even more.

The "World of Whitethorn" series also has mini-campaign settings:

World of Whitethorn 1A: The Hamlet of Thumble

World of Whitethorn 1B: The Village of Oester

I'll also be checking out this Westbrook book. It sounds interesting.
