That probably depends on what an arrow of entanglement is. Some kind of spell trigger item (like a wand)? Should work, then. Some kind of spell completion item (like a scroll)? Arguable. Something else entirely? You'll have to tell us.

Ive figured it out but thank you! Its just the spell entanglement put into a arrow which is very cheap to make and useful in this campaign im playing! My dm been reading a lot of undead books and tv shows so we had quite the few zombie horde come at use so its worked out also a arrow of bless water for the vampires to make one of these items is caster level x spell level x 50 + master crafted item
Im going to basically make a lot different magical arrows for different situations so ill kinda be like hawk eye later levels blow things up with a arrow of fireball lol
Me and my dm have made a "trainer arrow" that goes half the distant and do no dmg to a person but I can put cure light wounds, bears endurance, bulls strength, or cats graces all I have to do is hit a touch attack on my ally and my tank loves it I rapid fire +4 str and con right on him when things go wrong free rage whats up! I might transfer this into a different form to see what ideas people might have on different arrows
