Yes, you can do touch + unarmed strike. An ancient villian in one of our games would cast Harm then punch people! (2nd Ed, w/Str 30!!!) Talk about a killer combo!

That's not really a killer combo. The unarmed strike damage occurs first, rendering it useless prior to 3.5.
