Can I use the Lucky made in death save ?

You have inexplicable luck that seems to kick in at just
the right moment.
You have 3 luck points. Whenever you make an attack
roll, an ability check, or a saving throw, you can spend
one luck point to roll an additional d20. You can choose
to spend one o f your luck points after you roll the die,
but before the outcome is determined. You choose which
o f the d20s is used for the attack roll, ability check, or
saving throw.
You can also spend one luck point when an attack
roll is made against you. Roll a d20, and then choose
whether the attack uses the attacker’s roll or yours.
If more than one creature spends a luck point to
influence the outcome o f a roll, the points cancel each
other out; no additional dice are rolled.
You regain your expended luck points w hen you
finish a long rest.

The Halfling Luck is not for death saves, there is no Ability add to the Death Save, Halfling Luck goes with only Rolls with Ability Checks Hit, Saves, etc..

Death Save is 10 or better and that is it
I believe, otherwise I have been playing my Halfling wrong, come to think of it my Halfling has had no death saves as of yet

Halfling Rogue/Fighter/Wizard
4th
Dx 18, AC 18 with Arcane Armor + Ring +1, Archer

There's nothing about ability mods anywhere in Lucky or Halfling Lucky. Both can be used for saving throws, and a death save is definitely a saving throw. The official name is "death saving throw," and on PH p. 197 it is described as "a special kind of saving throw," with no restriction against bonuses to the roll (apart from the fact that it's not tied to an ability score).

Which makes me think "Proficiency in Death Saves" would make an excellent Epic Boon...

For setting reasons, I wrote up a character with the Acolyte background, who studied at the temple of Kelemvor at Valhingen Graveyard, at Phlan, expected to become a cleric of Kelemvor, and then at the ritual of investiture became a cleric of Ogma instead, to the surprise of all the mortal participants. In the first big fight scene, this PC got knocked to 0 HP. Rolled a 20 on the first death saving throw, and got up again with 1 HP.

By standard combat mechanics, that's just good luck. Narratively, I decided that the PC had a near-death experience and heard Kelemvor say this: "Look, mortal, you're working for Ogma, not for me. Ogma has a task for you. GET UP AND GO DO IT."

I don't have my PHB with me, but the Death Saving Throws section in the Basic Rules PDF explicitly states: "You are in the hands of fate now, aided only by spells and features that improve your chances of succeeding on a saving throw."

So that'd be a definite "Yes".

Side question: if a player rolls a natural 1 on a Death Save, but has a something that would bump that up to a higher number (like if they had a Bardic Inspiration die), would you rule it's still two failed saves or just one?

hmm, good question. my first inclination is to say no because they aren't really like regular saving throws. it doesn't seem balanced.. i would also not have allowed lucky in the first place. all it does is save players from the realities of a dice-based game.
