Can someone explain?

The problem is that reflex save has other uses too... avoiding things (Not just damage... falling (Ok, not a problem for a dragon in most cases, but still), certain traps, etc)

It looks above like I was responding to you and I really was not.
Not that its a big deal, just didn't want the wrong impression.

Anyway, I don't see that as an issue. Cover always provides a bonus to reflex saves and I see the scales providing that function. Not a perfect analogy, because the dragon could also have real cover, but you get the idea.

I don't claim it is perfect, I just think it is way way down the list of things you have to casually accept in D&D. I am also comfortable with Dragons getting the benefit of the doubt when it comes to their effectiveness.

That is a good point.

I don't think it matters to the base saves, after all a rogue with a 10 DEX would still get the good save progression.

But any model of how a D&D 3E dragon works should remember that it does have a 10 Dex.

I was just about to say this. I think of reflex saves as more than just being physically quick. It's easier to avoid something you know is coming.

Only problem with this is that Ref saves should be tied (at least in part) to Wisdom. Of course, you can rationalize it away. Reflex Saves are (like all saves) a skill that you work at developing. So maybe Dragons, knowing they make big targets, work at trying to avoid dangers.

This sounds more like Evasion than a good reflex save progression.....
