Can the First Aid Skill "Use Second Wind" be used on unconscious characters?

We had a PC go down tonight who hadn't used his Second Wind yet. Can other players use the "Use Second Wind" option from the Heal skill (PHB 185) on unconscious players? It says it can be used on players 'without the character spending an action.'

Nothing implies that being unconscious would prevent it. The player doesn't have to spend an action to do it - so that would allow an unconscious character to use it.

PHB p.185 - Skill HEAL - Section FIRST AID - Sub-Section USE SECOND WIND:

Make a DC 10 Heal check to allow an adjacent character to use his or her second wind (page 291) without the character having to spend an action. The character doesn’t gain the defense bonuses normally granted by second wind.

I have two related questions:

How do you heal characters who have spent their second wind using mundane means?

How do you heal characters who have spent all their healing surges?
(Paladin's Lay On Hands and a possible "Elixir of Healing", yes, but apart from special cases like that?)

I know of at least 1 power that does not require the PC to spend their own Healing Surge to gain healing. There may be others I have not read every power out there so there may be some that work that way as well. Other than that they will have to as above take an extended rest
 

If you do use a power that makes them spend a healing surge to heal and they are Dying they go to 1 Hit Point if I recall right.

Use a power to restore second wind, then use First Aid.

Just more special cases: Cure Light Wounds, etc.
