Can you voluntary lower the Save DCs as you cast a spell?

i wouldn't allow weaker saves, i would however allow weaker damage. eg instead of shooting off 3 magic missiles shooting 1 that will do 2 damage. i rule the same for the warlock and eldritch blast.

Officially, I don't think there is any way to do this. Unofficially, I don't see why not. I don't see why a character is forced to put maximum effort into something he's doing. If someone wanted to hold back a bit, I'd let them. But I would make the player announce the penalty they are applying to the save DC prior to casting the spell.

This is only barely a house rule, as you can already choose to reduce the caster level (and thus damage) of a spell you cast in the RAW.

In doing so you loose all benifits of increased caster level (i.e. your 10th level wizard throwing a 5th level fireball has the range determined as if he were a 5th level wizard, in order to drop the total damage dice).

As far as lowering the save, I would allow it down to the minimum possible (like a wand), but that's a house rule. For any other effects based on your primary ability score (such as the attack bonuses on Spiritual Weapon) I'd force a reduction as if you had an equivelent minimum ability score.
 

FR Feat for it????????

Isn't there a feat in one of the FR books that lets you shape the area of effect. I remember a feat that lets you make doughnuts for radius effect spells and the like. Can someone verify this or am I out of my mind.

I believe you're thinking of the Mastery of Shaping ability of the Archmage Prestige Class. It allows one to put 5 foot "holes" in area of effect spells.
