"Cannot See," v. Blinded

Oh, if that happens, I just blindfold the players, and if they're dazed, I just make them spin around blindfolded, for a minute, or two, and them sit back down, it's a bit like "Pin the Tail on the Donkey." I know that's there's debate if doing that is the RAW, or not, but it definitely works!
The debate issue has been settled: it's not RAW but it is STRONGLY RECOMMENDED. B-)

Ok. I understand now. I just wanted to make sure there wasn't a big difference between the two, namely, that, "cannot see x," didn't entail that, "x is hidden from the target." Because I finally figured out how the Blind, Invisible, and Hidden condition actually works, and the phrase, "cannot see x," momentarily, confused me. Thanks.

Right.

However, do note, that if they cannot see you, you do have total concealment from them, and can use that to become hidden if no one else can see you either.

You don't even need the "no-one else can see you either" to become hidden from them, in fact. You don't have to be hidden from everybody - even though being hidden from some might get compromised if you are not hidden from their friends. If your intent is to become hidden momentarily to perform a sneak attack, however, that should not be an issue, as you will have taken your target by surprise before his mates have a chance to intervene.

Treating all squares as difficult terrain isn't in the current compendium listing or my printed PHB. Sounds similar to the 3E rule that reduced your speed, maybe you're remembering that?

For reference the current text is:
Blinded said:
• You grant combat advantage.
• You can’t see any target (your targets have total concealment).
• You take a -10 penalty to Perception checks.
• You can’t flank an enemy.

[you're also immune to Gaze attacks, as indicated under the Gaze keyword]

[I'd most likely rule that a Blinded and Deafened creature without any extraordinary senses does treat all terrain as difficult and all creatures are hidden from them with a DC 0 check to locate if they didn't use stealth (stacking -20 perception ouch!), but that's a house rule]
