Casting Touch Spells

I don't think casting light on someone should automatically stop them hiding. There's still shadows around, it just means you have to conceal the part of you that's lit up. If the assassin had a cloak or something else to cover up the armour, they could still hide but there might be a penalty (around -5 to -10, or maybe -20) to their roll.

Or the assassin could have climbed on the roof of the next house. Or used a prepared escape route. Drop the cloak or armor as soon as he's out of sight and run.
