Otter ran up and shoved J.R. out of the way. She stood next to T-dawg, lowered her gun, and fired, hitting the thrall and dealing
7 points of damage. Cyril stepped inside the bathroom and focused mental energy on the thrall thrashing in the toilet bowl.
The thrall immediately quieted, and both the thrall and Cyril were covered in a dusting of fairy dust--like dandruff.

LINK. Other F/X specify "you" or "one creature," so the book seems to distinguish between categories. The thrall is a creature, not a person. When I check the hardcover entry for a definition of "Target" in the F/X section, it refers me to the same definition for Target in the Spell section on pp 331; however, pp 331 is vague and not that helpful: "Some spells have a specific target or targets. You use these spells directly on creatures or objects, as defined by the spell itself. [ . . . ] If you cast a targeted spell on the wrong sort of target, such as using a
daze spell on a humanoid with 5 Hit Dice, the spell has no effect." A humanoid is probably not a creature per se, but I also found
THIS that tells me the rules use "creatures" and "characters" interchangeably in the F/X section.
TLDR -- Cyril can use
daze on the thrall until we find a definitive rule otherwise.
Action Points replenish at each character level, yes. Normally, a character can see the die roll before deciding whether to spend an AP. Cyril didn't need to spend an AP here. The thrall failed its Will save all on its own.[/sblock]
J.R. pushed Otter back out of the way and fired. He hit the thrall, dealing
6 points of damage. The thrall ceased all movement and slumped half in the toilet, half out. The shimmery translucent substance on it dissipated, just as it changed color to vivid blue.
Feral sped off for the kitchen to find baking soda. Outside in the hallway, Esmeralda opened her eyes and sucked in a lungful of air. She tried to sit up but Marks held her down with his hands and knees. The girl started to thrash, prompting Marks to yell,
"Little help over here, please!"
