Oh, in that case, it is a draw, but the rats do not know that.

There was quite a debate about swarms fighting other swarms. As far as I'm concerned, if (big if) the rats can hurt the sunflies, then the sunflies could be drained strength. They have a strength score, so it could be affected. I'm not sure if they could be affected though. The swarm subtype is not specifically immune to ability damage.

Personally, a draw would rid us of this problem, so I say we move on.
