character builder, rouges, and crossbows

Does anyone know why you can't create a rouge with a crossbow?
you can do it with a hand crossbow.

Because Rogues are only proficient in hand crossbows, not any other type.

I'd go out on a limb to guess they are not proficient with other kinds.

I must have misread the weapons allowed.
