Given you can only take one long rest every 24 hours and not one minute sooner, it's not nearly as bad a limitation because your party has the goal to get completely away from danger for it once per adventuring day, and lots of time to do that, often with travel. Short rests however become needed almost at random times, and are accessible any time, and need to be taken between danger-spot and danger-spot within the dangerous setting as there isn't time to travel. They function differently.I mean, I think you can say the same of long rests. It’s just an inherent flaw of any system where resource recovery is restricted by nothing but time spent in inactivity.
Yeah, 10 minutes would be my preference, but I agree that shorter short rests would definitely be the best solution.

Probably because the internet, ENWorld included, shows pretty conclusively that there's no consensus on the issue of best duration for a short rest. Plus, it's extremely easy to change it at the table as a house rule and changing the duration of rests is one of the adjustments mentioned in the DMG. There's nothing about short rest length that would impact backwards compatibility. No class, spells, or adventures rely on short rests being exactly 1 hour.Backwards compatibility. While we all have our pet rest lengths, I think anything south of like 30 minutes would be “good enough” for most of us. Or at least that’s how I feel; I have reasons why I think 10 minutes would be ideal, but I wouldn’t reject 1, 5, 15, or even 20 minutes.There's a consensus, I would say, that 1 hour is not the right duration.
Whether the right duration is 1 minute, 5 minutes, 10 minutes, 15 minutes, or 30 minutes is very much disagreed on. Some people even want longer.

That WotC have never even asked about it in a survey tells us it's a big blindspot for them, imho.
