At a restaurant over the summer I got a cocktail called a Campfire, which tasted much like its name. I forget the exact ingredients but it was tequila based andthe glass was rimmed with chili powder

Pretty much?

Tequila is definitionally made from blue Weber agave specifically (as opposed to any of hundreds of different agaves), and the agave is boiled instead of roasted with smoke.
The roasting with smoke can impart a slightly smoky flavor in mezcal to a "holy crap, is there a house burning down next door" flavor.

Especially outside of Mexico, if you're being served mezcal, it's generally going to be one with prominent smoky flavor.
