The theif acrobat was, if you think about it, a prestige class even in 1e. ;)

That said, it's doubtlessly a retread of the prestige class from Song and Silence.

The Mat Smith preview column has this to say (in the sidebar):

Well, the word "all-new" isn't used always correctly in market speech. ;) But I don't think that Whizbang was talking about avariels (the winged elves could be in the Other Races chapter, though), but of another race called Winged Folk
 

According to my massive google-fu, the NS Enforcer is from Dragon #293, and the NS Infiltrator from Dragon #294.

The 'winged folk' I think you mean are from an old Dragon article, and were also called the 'Al Karak Elam'.
