Concentration Check - Before or after damage reduction

The Party is about to face a Rakasha. If concentration checks happen after DR then it's going to be his opinion that he doesn't have to worry about casting defensively because nobody can actually hurt him and disrupt his concentration (since "nobody" is going to have a blessed peircing weapon until they demonstrate otherwise, especially since he's under the mistaken impression that he hasn't been found out and the party should be able to get in an attack or two before he can read their minds.

After. Concentration checks are based off how much damage is actually caused and DR lowers that. If the damage caused is totally negated by DR, no Concentration check is necessary at all.
