Notice the eyebeams effect was temporary (1 turn = 10 rounds), so it wasn't actual Strength damage or Strength drain. That's similar to the ray of enfeeblement spell, which imposes a Strength penalty for 1 minute/level in 3E.
A standard ray of enfeeblement inflicts a 1d6 Str penalty plus 1 per 2 CLs, max 1d6+5. Four of those would be 4d6+20, which would render all but the mightiest foes helplessly weak.
Do we keep the saving throw of the original? A ray of enfeeblement doesn't allow a save.
