Dose that controll weather power look acceptable to everyone? Sugjestions?

I think it should be limited to once per day (or even per week).

1/week seems ok to me. Or 2/week if you really want more. But other than that, I think it's ok, just needs to have typos fixed.

Alrighty Once a week it is than now the question of caster level. i think 14-15 sounds about right.

How dose that sound to you guys??

Well, it doesn't much matter except for dispelling, I guess. But I'd probably pick either 9 like the HD or 13 like the minimum level to actually cast it.
