I ran one session in Eberron for three players. The setting was a diplomatic feast. One PC was a diplomat and seated at the main table. One PC was skulking around the grounds, inside and out, trying to prevent trouble from sneaking in. The third PC was the chef and about 3/4 of the game involved her trying to get the courses cooked well, presented correctly, and delivered on time.
I did a lot of research of the particular menu the player wanted, and had a half-dozen assistants who were good at some elements and bad at others. A major factor was having the PC Chef choose the best assistant for each element of every course.
It was a humungous hassle for me, but a unique experience for the player and she later said it was her favorite gaming session of all time.
My advice: write up more NPC's than you think you'll need, and have them ready to throw into the mix. Plan some obstacles, some potential helping hands, and a way to work the players' skills and dice rolls into the cooking endeavor.
