I think they are seeing this franchise go down the toilet and there’s an opportunity to swoop in. It’s not often you see a counterpart go after a job that’s filled
JMS applied for the job when Chibnall was leaving as well, but was told that having a non-Brit running it was a non-starter for among other things practical reasons – you need to be a UK resident to work there and so on.

That said, there's apparently nothing in the works at the moment because JMS is still in the process of moving and stuff, according to this Reddit post (genuine, as it was linked from his Bluesky account) he made in response to someone else posting nonsense about "his Doctor Who pitch".

I do hope that if he applies for and gets the job, he's grown out of his "down to earth" phase he had in comics back in the day. I remember that when he wrote Spider-Man, he had Peter get a job as a high school teacher in a troubled neighborhood, when he wrote Superman he had him walk across the USA to connect with people, and when he wrote Thor he had him set Asgard up in (or technically just above) Oklahoma. That sort of thing can be interesting, but I'm not sure it's a good fit for Doctor Who.

That was the whole schtick for the Third Doctor, played by John Pertwee. As much as I'd love more hanging out with contemporary UNIT, I'm not sure the audience would be there for that.
 

If JMS takes the Who helm, he could easily have a mini B5 reboot as a story arc where the events take place in a pocket dimension within another TARDIS- a shoutout to The Pirate Planet, or a meta-matryoshka plotline.
 

Unfortunately the only way to take over running Doctor Who right now would be to discover RTD's true name and use it as part of a banishment ritual and I don't think JMS knows all the runes to create a protective circle.

JMS had a very recent run on Captain America

And is apparently coming back to Spider-Man with a mini-series later this year.

We don't see a lot of output him from him recently largely because he became the executor of Harlan Ellison's estate, and spent a great deal of time making arrangements for its perpetuity.
 

He could... but most certainly would not.
I think he might…but most likely only as a little inside joke. The man does have a sense of humor. Or hires people who do.
