I would cound PA with CdG, since the penalty would apply for the purpose of any AoOs the PAing CdGing PC would get. Throwin the SA of a Rogue and the DC goes high enough that most monsters will need a natural 20 not to die.
 


For me it sounds stupid that fighter can whack a ton of damage with attack roll + power attack but then suddenly when opponent is very vulnerable he cant SMASH it with all the might (s)he has. Specially if you consider weapon that does give just 2* crit.

Might be unbalancing though because that would mean coup would kill. Maybe id allow extra damage from powerattack counted for HPs but not for fort save.

Yeah its the point of CdG but it is still unbalancing to let one with PA to kill anything regardless of HPs with 95% chance compared to one without PA, saves are little more possible to roll. Specially at low levels when base damage doesn't go so high up.

I think its not too easy to behead one with sword in combat situation and CdG already gives autocrit (ie hit to vital areas). Therefore suggestion i made sounds reasonable balancewise and gives edge to one with PA versus one without.

It only makes sense if PA is an attack by attack option. Would you allow a PC to PA on his first attack, but not on the later ones with lesser bonuses?

I know this is slightly off topic but is it OK by the rules to CdG with a damaging touch spell (e.g. shocking grasp)?

Personally I would say yes as you count as being armed but what do you guys think?
