Critique my Magic Item

Okay I'm making a Rare magic item for a specific player in my campaign who has basically sold his soul to a being from Xoriat, and picked up the Born of Shadow feat.

So I was just wondering if this item was too good or not good enough for a rare magic item.

Stone of Chemosh 12 Rare

Flecks on this ebon stone, seem to flicker and shimmer like stars in the night sky.
Wondrous Item 13000 gp

PropertyThis stone sheds dim light 1 square in all directions. This light can be turned on and off with a minor action. Special: If there is brighter light in the area it dampens it down to dim light.

Power Encounter (Move Action)

Chemosh's favor smiles upon you.

Use this power while the stone is shedding dim light. One opponent in dim light grants combat advantage to you.

Power Daily (Standard Action)

Invoke the power of Chemosh to crush your enemies will. Tentacles lash out from the stone draining your enemies life force.

Use this power while the stone is shedding dim light.
Close burst 3
Target: Each enemy in the burst
Attack: Charisma vs. Will
Hit: 2d8 + Charisma modifier cold and necrotic damage, and -2 penalty to hit (save ends).

At first blush, this doesn't seem like a very exciting item for a rare.

I think there's some confusion about the light property. Is it intended to shed bright light within 1 square, which dims to dim light if there's a brighter light source? As written, it's dim light either way.

If you'd like this item to be really cool and rare, you could just make the current encounter power move action a property:

Property: While the Stone is shedding dim light, all enemies in that light grant combat advantage to you.

I like the potential the stone has to allow the bearer to toss it across the room, making its combat advantage area pop up in a new location, and then shoot the enemies near the stone while they're distracted.
 


Ah, I see. I would perhaps phrase this as, "All squares within 1 square of the Stone are considered to be in dim light, regardless of other light sources in the area."
 



12th was just chosen at random. The players are level 8 at the moment and will probably be close to 9 about the time they pry it from the cold dead hands of the xoriat creature that has it.

Any ideas of something that would make it less dull? The player will be thrilled with the ability to be in dim light. I Threw in the other powers as something extra. But I'm definately open to suggestions.

Rare, maybe (albeit kinda dull).

Why 12th level?
 

Are there other abilities that are dependant on dim light? Because otherwise, I don't see a real point behind shedding a bit of light in a small area.

That would be cool cinematically but unless the stone's owner has low-light vision or darkvision, the combat advantage attack bonus granted by the stone (+2) will be offset by the concealment attack penalty granted by the dim light (-2).
