Ummm. Well, strictly speaking, no...Dr. Who is a combat-HEAVY show. The thing is, Combat rarely, if ever, provides the solution to a crisis. Even when it does, the combat is reinforced by a solution of some sort that is more to do with social interactions or puzzles. The problem primarily is that the Doctor and his assistants are either generally outclassed OR choose not to fight back that often. But even the two most recent Doctors have their moments.
Here's some examples:
Episode: "ROSE": Episode opens with the Doctor and Rose fleeing a bomb while chased by Autons. Later, the Doctor and Rose engage in combat...with a plastic dummy arm. Mickey gets grappled by a trash bin. The Doctor then fights and subdues an Auton disguised as Mickey, removing his head. Later, the Doctor grapples with some Autons but is held fast while wielding 'anti-plastic'. As Autons begin killing people, the Doctor and Rose tangle again with them, this time with Rose grabbing a fire axe and attacking an Auton and destroying the Nestene Consciousness.
Lots of actual combat; just not necessarily LETHAL or SUCCESSFUL combat. Doctor Who is full of combat scenes, but the good guys usually just grapple or subdue their enemies. There are plenty of exceptions, though.
Consider characters like Leela, Jamie, Harry, Captain Jack, K9, the Brigadier and all of UNIT, and even Ace and Mickey Smith all use combat as a viable option, particularly against inhuman foes.
