Harry Potter belongs to the subgenre of Wizarding School. Before the famous novels there were other titles, for example "the worst witch".
A possible handicap for TTRPGs based into licences is there may be little space for spin-off stores when the world is too safe place after then main heroes' adventures ended. Other franchises allow enough possibilities for spin-off heroic groups.
* Legend of Zelda, Dragon Quest or Final Fantasy are possible options for a "collab setting", even if WotC had to start from zero to enjoy enough creative freedom. Some videogames studios could accept some partnership agreement to promote their IPs and then these would earn power brand.
* D&D+Transfomers? Then they should create a new setting style Kaladesh meets Ilkoria where magitek mechas are created to fight against kaijus... and hostile giants.. and maybe hordes of undead giants.. But I doubt if Renegade Game Studios still owns the licence
* Other point is in other franchises the superpowers folllow a different "game mechanic". For example Naruto in the first episode learnt mass shadow clone jutsu. That would be OP.
* WotC could publish a d20 Modern 2.0. but they haven't done yet. I guess because it hasn't got enough "brand power".
* Hasbro should hurry or popular franchises could be licenced by 3PPs, like Lord of the Rings, Adventure Time or Doctor Who.
* Now some lucrrative licences are in hands by rival publishers. And even if WotC wanted, they haven't got enough staff for several lines.
