D&D: Would Less be More? (Setting Assumptions)

I just finished K. J. Parker's The Hammer. Like the previous book by Parker I read, The Folding Knife, the main characters are very innovative.

And it strikes me, that to me, part of the problem in D&D is that with some of their settings, even the POL ones, that too much is already done and this doesn't really give the plaerys a lot of room to make their own mark on the setting.

I think part of that problem is the easy access to magic and how common magic seems even in the POL settings.

Is that 'dark age' feeling something that helps or hinders D&D?

And I know different settings have different assumptiosn, as Eberron and Dark Sun showcase, but as a baseline.
