D20/OGL Product that allowed you to spend XP to gain class features?

I don't know if I dreamt it, but I was sure that there was a product on the market that allowed you to spend earnt XP on basic class features, like spending X experience points to buy a feat, or +1 to BAB, or a few skill points or a class feature. Does anyone remember this and are able to point me in the right direction?

Blue Rose? Mutants and Masterminds?

Of course their XP reward system differs from the known reward system (from WotC).
 

I don't understand. I thought one already "spent" XP to gain class features - I believe it's called "levelling up".
 

I think the OGL supers rules in Godlike worked that way.

Roudi, they're saying you'd earn 2,000 XP for an adventure, and instead of spending it all to gain a level, you could spend 500 and just get a +1 BAB.

I believe what he is asking for is something that doesn't require "levelling up", per se, but more of a D20 "buy" system, something between D20 and, say, GURPS.

I believe that is how Mutants and Masterminds works. It is level based, but also completely point based too. But it's a far cry from your typical D&D game, if that is what you were looking for.
