Damp Power, how to counter it...

After a certain point in our campaign (above 10th level or so) I usually implement average damage for NPC spellcasters.

I know this isn't the house rule forums, but I would probably house rule that this power is totally ineffectual in my campaign.

If I had to make it more 'balanced' (which is ridiculous considering the unbalancing nature of this power to begin with), I would probably create a metamagic feat called Medianize Spell (take average spell damage, no increase in spell level) and give it to all of my casters.

Or alternatively I would need to load up on sudden maximize for all of my casters.

If he's ignoring damage from blasters - smack him up in melee or with archers.
Repeatedly.
(Invisible) Spring Attacking Scouts work well.
Invisible (and therefore sneak attacking) Rogues, melee or ranged is punishing.

Damp Power won't help him when the roof falls in. Or, if you go with Thanee's rock throwing, when a boulder lands on him. (Hulking Hurler + Rock Throwing = Fun)
