Darkvision vs. Shadow spells (My lot stay out!)

Shadow abilities, actually...

The group I DM for is about to run up against a shadow dragon, which has the shadow blend ability: -

Shadow Blend (Su): During any conditions other than full daylight, this creature can disappear into the shadows, giving him nine-tenths concealment. Artificial illumination, even a light or continual flame spell, does not negate this ability, but a daylight spell does.

4 out of the 6 PCs have Darkvision, either innately, or with items. Are they going to be able to see straight through this ability?

As the Hand of Vecna said. For a creature with darkvision, there are no shadows, so no concealment.
