Deliberately lowering the DC of spells

Say for example that a rogue is in melee with some guy and a wizard is going to cast fireball at the spot. The rogue has evasion so is it possible for the wizard to reduce the DC of his fireball to 14 or less (3rd level and he needs at least 13 intelligence) granted that he has an int score of 14 or more? Is there an official rule for this, or is it necesaary to be house-ruled?

I don't believe there is a way, within the RAW, to decrease the save DC of a spell you cast. You can decrease the caster level, but not the DC. If you want the option to fire off spells at the lowest possible DC, bring a wand.

I suppose the caster could remove any items granting an enhancement bonus to the appropriate ability score, but that would also probably cost him spell slots for the day, so I doubt it would be worthwhile.
