Ok, I'm a bit unclear on this as I'd like to work on my level 2 character, but it uses some stuff that isnt approved yet. How does a player submit a proposal? Can we start up the thread, or do we need to send a message to a judge so they can do it? Is there a standard way of putting it in?

Just start a thread and we'll discus it.

Note that lvl 2 chars won't come online until the 15th.

it was put on the list of questionable with a note from you, Bront, that you didn't like it balance wise. We only ended up voting on the ones everyone said were good to go.

Correct, and others disagreed with my suggestion. I thought it was going to be talked about elsewhere, but it seems that didn't happen.
