D&D 5E DEX Save, if Grabbed

I would rule as both are other wise engaged in the grapple that both are at a disadvantage on saves, unless the grapple is ended which could be a reactionary action or the one who wins uses the other as a shield then he would have advantage and the other would not or both could decide to end it and dodge the blast and normal saves. I think it is open to the DM to decide but this feels like the best way for me and well with in the spirit of the rules as I see them.

This is what I was thinking the whole time I read the thread - it depends on why they are grappling, what they were up to, and how they react to the Wizard.

Do they jockey for position behind each other? Do they throw the other in the way? Do they ignore the Wizard and keep fighting each other (like crazy idiots)? Or does one or the other try to shield the other from the blast?

I just don't know what the situation is.

Generally I would go with "roll the save normally, narrate based on the result" as to what happens, but understanding intent is still important.
