No. All the Crafts except Alchemy use Artisans Tools. If you buy the general set, you have no bonus on your Craft skill. If you make do without a set, you have a -2 penalty on the Craft check. I don't care if that town is destroyed, but if you are running a Medibarian-based adventure, I urge you to try not to contradict the cultural, historical, etc details that I added to that nation in ATfL.
