Hmm...

I like the miniquest idea. However, in combination with gaining levels faster (as per cs' custom XP tables... don't recall if they were approved, though), this might be a bad idea, depending upon the XP bonus. If it's, say, 10 XP/level, that's not too bad. But it could be problematic for balance.

Other than that, though, I do approve of the idea. :)

10 XP / Level sounds like a reasonable guideline for now, GW. We'll go with that. :) Plus, of course, there's the in-game reward to be had - in this case, a drink named after your character! :D

Oh, and I'd like to hear your thoughts on how someone would go about making a feat. I'd like to make one that lets you use whips to deal damage against armored opponents.

Hmmm... how about the DM/Judge who gives the quest? In this case, Casar for those retrieving drink ingredients for Tiggle.

The City is now in the Atlas. Very nice idea.

Feats... I think we'd require you to be of a level to use whatever feat you create and have the necessary prereq's (for yours, at least EWP: Whip, and maybe another depending on your idea), and then you'd need to spend some IC time and some XP to develop it. My thoughts, at least. We'll see what creamstaek thinks of that.

Perhaps EWP: Whip and Weapon Finesse, for being dexterous enough to use the whip in that fashion? ;)

Oh, and btw, imo... if you're spending IC time and XP to develop a feat, you should be able to have the feat regardless of whether or not you can take one atm. For instance, if Troi researched such a feat at 2nd level, he should have the feat despite not being able to take a feat at that level. Of course, to train others in that feat, they'd have to have an available feat slot... but they don't have to spend XP to get it, either.
 

Wasn't there a level limit, like 4 or so, because:

- It makes sense that people that design new feats have at least some experience in combat.

- It prevents everyone from joining in and start making their own feats and other options right away.

- Stuff ain't ready for that yet. It'd be nice to go with basic rules for the time being, until one person actually reached the level and spent the time on it.

The XP cost helps in that.

That is very much a given. I'm just asking now so I know for future reference. ;)
