Does Healer's Lore apply to second wind?

If my cleric uses his second wind does his Healor's Lore kick in to give him an extra 3 hit points?

What if he has a belt of sacrifice?

Belt of Sacrifice Level 7+
This belt of leather allows you to help others heal.

Property: Each ally within 5 squares of you gains a +1 item
bonus to his or her healing surge value.

Second wind isn't a cleric power with the healing keyword, so no.

And a Belt of Sacrifice has nothing to do with this. It just does what it says it does.

In fact, to be precise, Second Wind is not a power at all for PCs, so nothing that boosts healing powers will boost it.
