I haven't personally checked all the details, but IIRC, the claim is that Basic OSE is exactly as B/X, except for optional ascending AC and the resolution of a few ambiguities according to Gavin's opinion. There shouldn't be any additional rules.
That wasn't what I was thinking had happened. TSR D&D, especially during Gygax's time, had a real problem with rules organization. Rules that, realistically, are critical to understanding AD&D, for instance, are hidden in the last sentence of seemingly unimportant sections of the DMG, rather than appearing in the PHB.

I had no doubt the rule was in BD&D somewhere. I just didn't know if it was in a sane place -- and we skimmed past it -- or if it was in the bottom of a locked filing cabinet stuck in a disused lavatory with a sign on the door saying "Beware of the Leopard."

Fair enough. I think that B/X is fairly well organized, all things considered, but it is also true that I first read it much later in my gaming career. AD&D, is a veritable mess. I think that when I started playing it, I must have glossed about half of it... :D
