I have some Questions to that Feat.
The Double Wand Feat from Completete Arcane lets one use Two Wands in a single Round when he takes a Full Attack.

Question one if a Mage has the Feat can he still cast a quicken Spell in the Same round?
Question Two the Incantatrix PrC can get the ability to apply her metamagics to a Wand whe she uses one.
Asuming the Incantatrix has the ability and the double Wand Wilder Feat, could she apply Metagmic to both Wands?

Don't know about the Incantatrix, but the answer to the first question is "Yes."

The answer to the first question is of course; Yes, provided that the quickened spell has no material or somatic component, or if the latter, if he drops one of the wands.

According to the Metamagic Spell Trigger ability (which is the one I think you are referring to), the Incantarix at 5th level can spend a number of wand charges to use the metamagic. It does NOT say what type of action it is.
I couldn't find anywhere else what type of action unnamed class abilities are. So this would be a DM call, I would say.

However if it were me, I would say it is a free action to apply the Metamagic Spell Trigger ability, thus to your 2nd and 3rd questions - yes and yes.
