Can a dragon be a Lich?

MM says that the template is for humanoids but lets say dragon polymorphs to humanoid form could they become a lich then, and if they could then could they polymorph back into a dragon form and still be a lich? Just some questions, but I am mostly interested in if there would be any mechanics that I would want to tweak if I were to do this because I know that I can just go ahead and do what ever I please it is my campaign after all.

WOW! Now I feel really dumb because I own that book and after a few hours of work for mechanic converting the resorting to posting here, it never once crossed my mind to look in The Book Of Dragons
