Well its Dragonstar, as such a Magical answer to your question is likely more feasible than a technological one....
BUt for myself I use the same system rule, where communications can only reach other planets in the same system with a delay varying with the distance from the planet.
More common communications occur via magical means such as Scrying crystals and so forth.

I would think both systems would exist and be used.
Technology certainly has its advantages (you dont have to be a mage or psionic to have a walkie talkie, and walkie talkies can be mass-produced without XP loss and weird exotic materials, and I would guess would be cheaper to make).
However, in Dragonstar technology can't BREAK the laws of physics, it must OBEY them, so, once you get into intersteller distances, communication by mundane, technological means, which would travel at the speed of light, would take years, even decades and centuries to reach their destination.
This is where magic, and psionics would come into play. I think it would be cool to have a guild of psions who operated as Dragon Empire communication specialists.

Actually, when you could just use telepathy to communicate, a portal seems like a really nice advantage for an invading army to use to planet hop their way to a few quick victories.
I dont remember seeing that anywhere in the rules, and even if I *did*, I probably wouldnt run it that way in my campaign.

The fiber cable comm lines are only on "the long Road" (the portals that link together the 10 dragon HQs) - the other example is the Outlands-Station (several space stations linked via portals too). You can do that stuff only with portals. (both mentioned in the GttG)
For communication Magic is the key - take a look at the Starfarer's Handbook Spell-section. Teleport, Sending and stuff are unlimited range.

The standard magic item providing interstellar communication is the Ansible (Starfarer`s Handbook, p.82).
It has it limits, it doesn`t allow transmission of complex data, meaning that there is no interestellar Network, its more a Telegraph.
The item requires the "Sending" spell, and it costs 56.000 cr on the free market.
