OK, so I think I have an idea for a class, but I wonder if it might be more appropriate as a build or a paragon path for an existing class.
Here's my rough idea:
Dualist
After years of contemplation, you have come to embrace balance and unity in duality. You serve both chaos and law, seeing them both as co-eternal and neccessary in equal parts to maintain the integrity of the universe. You maintain the balance by wielding opposing forces in each hand and merging them together to create an equilibrium.
Power Source: Divine
Role: Controller, Leader secondary
Allignment:
Dualist are usually neutral, and usually worship two gods, each of an opposing allignment.
Channel Divinity: Weighing Chaos
Encounter. Divine
Minor Action
Ranged 10
Target: One creature
Attack: Intelligence vs. Will
Hit: The target takes a -2 penalty to the defense of your choice until the end of your next turn.
The next time you use your weighing law channel divinity power this round, or if you have already used your weighing law power this round, the target takes a -2 penalty to attacks until the end of your next turn.
Channel Divinity: Weighing Law
Encounter. Divine
Minor Action
Ranged 10
Target: One creature
Effect: The target gains a +2 bonus to the defense of your choice until the end of your next turn.
The next time you use your weighing chaos channel divinity power this round, or if you ahve already used your weighing chaos power this round, the target gains a +2 bonus to attacks until the end of your next turn.

Encounter. Divine, Cold, Fire, Implement
Standard-Action
Ranged 10
Target: One creature
Attack: Charisma vs. Reflex
Hit: 2d6 + Charisma modifier Fire damage, and the target is blinded until the end of your next turn.
Secondary Target: One creature
Secondary Attack: Wisdom vs. Reflex
Hit: 2d6 + Wisdom modifier Cold damage, and the target is slowed until the end of your next turn.
Armor Negation Dualist Utility ?
Daily. Divine, Polymorph
Standard-Action
Ranged 10
Target: One creature
Effect: The targets resistances become vulnerabilities, and vise versa, until the end of encounter. (ex. resist 10 fire and vulnerable 10 cold becomes vulnerable 10 fire and resist 10 fire.)
