EDIT: Oh, well I see it says that there's an exception to the rule anyway. Crow is nummy!

Anyway, I imagine it's just an issue of flavor -- psionics are used differently from magic anyway, particularly in Eberron. It's kinda like how a wizard can't magic psionic items -- his specialty is in magic, not psionics. Similarly, the artificer's speciality is in magic.
