Questions for the DM about my character's spellbook and other stuff...

Any restrictions on type of spells?

Any restrictions on number of spells (assuming I spend the requisite gold on including spells beyond the ones I get at level up)?

Can my spellbook be a magic item integrated into my character's arm that creates an illusionary "book" upon activation once per day? (Basically, an e-reader, fantasy style.)

Can my familiar be a living construct (same stats otherwise) that can detach and re-attach to my character's torso?

Where do I find racial background feats?
 

Warforged racial feats are found in the Eberron campaign setting book, and in Races of Eberron.

Construct familiars I think you need Improved Familiar to get...I'm not sure offhand if any are available at 4rth level, but it's possible. Complete Warrior has a small selection of construct familiars as well...
 

Valharath has taken the Psychic Meditation feat detailed here, with his default awakened center being the crown center. I hope that's all right. If not I'll find something else.

If the DM allows, there is something called a "weapon familiar" in Races of Eberron, page 131. It's originally an aspect of the substitution levels for a warforged artificer, but may be something similar to what you're looking for.

There's also a couple racial feats for all the races in the Player's Guide for Eberron.

Did you take a look at the wizard's spellshard in the Eberron Campaign Setting? The DM would have to rule on integration into the body, but basically you put your spells in a crystal shard and then you can concentrate on the one you want, and it appears in the shard.

Subject to DM approval, there are also construct familiars in Dragon Magazine #341. They require the Improved Familiar feat, and there are only a couple you could take at 4th level (two are available at 3rd, three of them at 5th, and two at 7th). The ones available at 3rd are the copper asp, which can climb, bite, spray poison, has scent, and Hides like a boss. There's also the razor hawk, a fierce, razor-winged companion with excellent sight and good attacking skills. (The others are: 5th level - crystal cat, glass dragonfly, or salvage rat, and 7th level - erudite owl or mercurial spider).
