ECL and starting money

When you create a character using a non-standard race that has an ECL, how is starting money determined? Is it done by pc levels + ECL or just the pc levels?

I thought it was based on hit dice, like feats/stat increases.

ECL includes LA, which are not character levels.

Of course it includes LA. Think about this logically:

The starting wealth for PCs higher than 1st level rule is meant to simulate the PCs having already adventured enough to gain the experience to take them to their current level. Thus, a 4th level character would have 5,400 gp wealth.

A 3rd level character with a +1 LA has adventured exactly as much as a 4th level +0 LA character, and thus has access to just as much wealth.

Yeah, on the other hand, according to RAW, you are Epic when you reach 21 Hit Dice, not 21 ECL. Which is completely stupid.

I know, it doesn't bring much to the discussion, sorry...
 

DMG pg 172:

"Add a monster's level adjustment to its Hit Dice and class level to get the creature's effective character level, or ECL"



"Use ECL instead of character level when refering to Table 3-2, Experience and Level-Dependent Benefits in the Player's Handbook, to determine how many experience points a monster cahracter needs to reach its next level. Also use ECL with Table 5-1: Character Wealth by Level to determine starting wealth for a monster character."

I know, it doesn't bring much to the discussion, sorry...

Except that it goes along with acquiring feats (based on character level), max skill ranks and ability score improvements (based on character level) - which also do not include LA, only Hit Dice.
