D&D 5E eldritch knight action surge

could a eldritch knight with the war magic feature cast the cantrip fire bolt shot an enemy with a crossbow, action surge, ant then fire two more times?

Yes.
Standard action - Cast Fire Bolt cantrip
Bonus action - gained from casting a cantrip to make a single attack, with a melee or ranged weapon.
Action surge - any action, if he uses the attack action he can make two attacks since he is at least 7th level fighter. However he can not get a second bonus action on the same turn, so for example if he casts another cantrip with his action surge he would not get to make a weapon attack using the war mage ability a second time.

Crossbows do have the loading property though, so unless you have crossbow expert feat or some other way to fire a crossbow multiple times this will be an issue.
 


Why do people not understand the 1 bonus action per turn thing?

Action surge is specifically an extra action (not as a bonus), so you get a move, 2 actions and a bonus. I specifically noted in my reply that it would depend on whether or not the war magic feature was a bonus action or not, as I don't have my book in front of me.
 





I think he was refering to the crossbow expert feat which was meantioned in regard to the loading property of crossbows. A Longbow on the other hand doesn't have that issue.

I'd go with Eldrich Blast instead of firebolt unless facing fire vulnerible enemies and the Spellsniper feat, 240 range, extra cantrip, and ingore half and three quarters cover, you can target 1 enemy and many. With a longbow your death from afar.
